Job Description

    Job Responsibilities :.Assist Contracts Manager in fulfilment of sourcing requirements of contracts using effective and consistent sourcing processes and methodologies and in alignment to defined category strategies. Actively participate during understanding requirements, negotiation with vendors, execution of orders, post award contract management, supplier relationship management. Job Accountabilities (duties and responsibilities).
    1. Assist the sourcing of critical contracts in alignment with Category Manager &Contracts Manager guidance
      1. Develop demand profile
      2. Specify sourcing events
      3. Monitor technical & price evaluation
      4. Help Contract Engineer in preparing for negotiation & selection of suppliers for major items
      5. Ensure & review PO generation
    2. Understand requirements for services procurement for the critical items and provide inputs to Contracts Manager in defining overall procurement strategy
      1. Align on timelines and spend planning for the assigned items
      2. Shortlist initial supplier options and time / spend estimates
      3. Oversee preparation of contracts plan
    3. Execute Orders & Coordinate Expediting
      1. Receive purchase requisitions / expiring contracts list
      2. Prepare & release Request for Quotation/ Enquiry to the short-listed vendors
      3. Study offers from vendors, and prepare a comparative statement to aid in selection of vendors, optimization of price and other commercial terms
      4. Develop Internal Cost Estimates
      5. Participate in Commercial Negotiation Meetings
      6. Negotiate & finalize price for items covered under this role#s limits
      7. Set up Agreements and SLAs with the finalized vendorsPrepare & release the final PO
      8. Implement escalation process
      9. Maintain co-ordination with inbound logistics and all commercial departments
    4. Monitor post-award project contract management
      1. Enforce supplier feedback mechanism for improvement
      2. Review contractor feedback, gather feedback from expediting team, P&C, supplier
    5. Manage Change Order Process
      1. Participate in routine planning meetings
      2. Coordinate supplier information / confirmation on the changes
      3. Additionally assess and monitor emergency situations and related procurement
    6. Manage Supplier Relationships at working Level
      1. Manage positive vendor relationships at the working level
      2. Engage with vendors on a regular basis to share organizational requirements and understand their constraints
      3. Gather feedback from field execution team and supplier
      4. Review the feedback and send reports to PCM as well as the respective Contracts Lead
      5. Ensure contractor performance as per end-user needs and identify improvements and suggest the same to Contract Manager
      6. Uphold ethical values in procurement dealings and operations in line with the corporate values
    7. Use technology extensively to increase efficiency & control costs
      1. Use the SAP system optimally to drive efficiency and cost optimization
      2. Focus on usage of technological tools like e#auction and reverse auction to improve efficiency, and improve transparency
    8. Guidance to Contract Engineer in Critical Contracts
    Sr. Contracts Engineer will assist in procurement & contracting for current and upcoming projects in Oil & Gas related to Drilling & Completion Services in compliance with PSC procurement & contracting procedures and company guidelines and policies.Co-ordinating and liasioning with all cross functional teams like FC&A, Taxation, Drilling, Imports etc. to ensure contract placement and delivery of services as per project timelines and targets.Job Accountabilities
    • Assist in preparation of Expression of Interest (EOI) for prequalification of Bidders, monitor EOI responses and follow up with bidders and coordinate with project teams for Vendor qualification criteria/vendor selection etc.
    • Assist in preparing and issuance of RFP as per the procurement procedures, coordinate with technical team and Bidders to resolve all technical & HSE queries.
    • Assist in discussion & closure of Exception & Deviations to RFP terms and conditions by coordinating with legal & commercial team and Bidders.
    • Co-ordinating with technical team in getting technical bid recommendation, assisting in reviewing & evaluating commercial offers and assist in commercial negotiations with Bidders and obtain commercial concurrence.
    • Prepare necessary approval notes (internal/external) for getting approval from various stake holders including Operating Committee/Management Committee as per procurement procedure and prepare LOA, final PO/Contract documents.
    • Expedite with the Suppliers / Service Providers to ensure timely deliveries as per agreed delivery period / mobilization schedule to ensure timely mobilization.
    • Post-award Contract Administration with Supplier/Service Provider in co-ordination with internal teams namely technical, imports & logistics, shore-base / site, FC&A and legal teams, assist in handling internal and external Audit and close out of PO/Contracts.
    • Knowledge of SAP/MM module etc. and ordering & making the appropriate entries in SAP system
    Skills Required (Knowledge and Skills) Strong Work ethic and Self-Starter. Ability to learn quickly & adapt to the procurement department s requirements, well acquainted with general Terms and Conditions of Purchase and Contracts. Good written and oral communication in English. Strong individual contributor quality and able to manage multiple interfaces (with internal & external stake holders). Maintain objectivity and confidentiality, high degree of integrity. Good judgment, conceptual and analytical abilities with strong commercial acumen. Result oriented with networking and relationship building skills. Experience in Procurement & Contracting of Drilling & Completion Services for offshore deep-water projects will be preferred.Key Attributes (Experience and Qualifications)
    • BE/B Tech (Petroleum/ Mechanical preferred).
    • Overall Experience of around 5 to 9 years in Procurement & Contracts, preferably in Oil & Gas.
    • Should be very well versed in techno-commercial discussions and contract management.
