  • To support the MaRisk Compliance function (AT 4.4.2. MaRisk) and in particular, ensure the comprehensive tracking and disseminating of relevant laws and regulation applicable to SCB AG as well as the maintenance of the Obligations Register according to the respective Policy and Procedure under the supervision of the Head of Compliance or the respective Delegate (generally being a Senior member of the Compliance team).
  • To provide compliance support to the businesses and the functions in SCB AG.
  • To support Head of Compliance and the Regional Compliance Team in all matters including projects.
  • Assist and effectively support the Head of Compliance to provide comfort to senior management that the Bank is in compliance with its legislative, regulatory and best practice requirements with regard to its activities (incl. all businesses and the functions).
  • Under the direction of the Head of Compliance:
  • assist in the provision of Compliance training to German staff and other countries if necessary;
  • assistance in the review, drafting and implementation/ roll out of written documentation (i.e. policies and
procedures etc.);
  • development of relationships and regular liaison with BORMs and other operational risk functions and product development teams to ensure that Compliance are aware of all material developments;
  • assistance in the coverage of SCB AG branches in continental Europe (France and Sweden) or any other country under direction of the Head of Compliance;
  • proactively ensuring that relevant Compliance policies, procedures and manuals are kept up to date;
  • assisting the Head of Compliance regarding any regulatory queries and/ or investigations, audits (internal or external), reviews (both, internally or externally) and in the completion or resolution of related matters;
Key Responsibilities:
  • Maintain a thorough understanding of legislative and regulatory developments that affect SCB Germany Branch and regularly communicate those to relevant (business/ functional) stakeholders (e.g. through trainings etc.).
  • Main contact person for the SCB AG Obligation Register
  • Identification and the analysis of new regulatory regulations to ensure all material matters are considered and any necessary procedures are implemented, including providing training to relevant staff;
  • Conducting of regular team meetings regarding the Obligation Register with the SCB AG branches
  • Performance of testing and quality assurance work as well as monitoring activities (as far as deemed necessary) regarding the Obligation Register.
  • Compile and regularly update the Obligations Register as well as management information tools (and if necessary, represent Compliance in internal meetings (incl. risk meetings or project and implementation meetings).
  • Work with respective Risk Owners and Process Owners according to the Operational Risk Framework or Enterprise Risk Framework respectively.
  • Contribute to, collate and where necessary prepare Management Information and presentation.
  • Contribute to the development of the overall Risk Assessment and annual Compliance Monitoring Plan to ensure that compliance risks in SCB AG are appropriately mitigated.
  • Assist in the required Compliance Monitoring activities so that rule breaches and Compliance control weaknesses can be identified and, thereafter, subjected to appropriate remedial action.
  • Assist in and contribute to Compliance Reviews or any other Assurance and control activity lead by the Compliance function (incl. all related documentation, reporting and escalation activities).
  • Identifying and measuring Compliance risks in order to be able to assess the impact and likelihood of a particular risk materializing.
  • Regularly update the Compliance Manual to document the essential details of SCB s regulatory systems and controls to let staff know what is expected of them from a regulatory perspective.
  • Regular (and ad-hoc) reviews and update of Compliance owned Policies and Procedures (as well as other relevant documents like DOIs etc.) in order to ensure compliance with laws and regulation.
  • Help maintain the local Compliance share point and folders.
  • Support Head of Compliance in providing Compliance oversight of SCB AG branches and other European/EEA countries as instructed.
  • Proactively identify areas in which training is required and assist in preparation of a training plan.
  • Develop and deliver training in order to make staff aware of new laws and regulation as well as the Compliance requirements that are applicable to them (this can be done in conjunction with Regional and Global training material and colleagues as required).
  • Engaging in general advisory work to provide guidance to the business on how to comply with relevant requirements in the context of issues that are raised during normal business activities and to ensure that the Bank operates in accordance with relevant local requirements and standards of the regulatory system, standards and the Code of Conduct so as to protect and enhance the reputation of the Bank.
  • If necessary, together with Head of Compliance and other specialised Compliance colleagues ensure product level compliance with laws and regulations and SCB AG policies through a detailed understanding of local regulatory requirements and close coordination with SCB AG product specialists (e.g. during review of PPGs and Country Addenda s).
  • If necessary, assist in the analysis of new product initiatives to ensure implementation complies with applicable local law and regulation.
Regulatory & Business Conduct

  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group and SCB AG s Code of Conduct.

  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
  • Adhere to local regulator prescribed responsibilities and Rationale for allocation.

  • SCB AG and Group Compliance network (in particular Head of Compliance Europe) and the Regional Compliance Team (in particular the Regulatory Compliance Team and other Compliance specialists)
QUALIFICATIONS:
  • Relevant experience within similar role of at least 5 years
  • Knowledge and familiarity with the German and European Regulatory environment and understanding of regulatory frameworks in various jurisdictions.
  • Experience in delivering Compliance-based Projects and Regulatory Change.
  • German and English language skills are a must.
  • Candidates with Legal or Audit background or a CCP (Certified Compliance Professional) will be given priority.
