Job Description

The Sr. Manager/ Manager People Operations guides and manages the operational and strategic business partnership of People Operations function.Primary responsibilities include business partnering with the operations and advising strategic inputs for effective organisation development.In addition to this, s/he also manages day to day operations of the People Operations function like, legal compliance, payroll management, performance management and long-term staffing planning.This position will also be responsible for supervising the People Operations team to manage the entire work and providing strategic interventions to guide the teams perform effectively.The following duties are exemplary of the type of tasks the Sr. Manager/ Manager People Operations.This position reports to the Deputy Country Director.Room to Read is a child safe organisation.Primary Duties & Responsibilities:(a) Human Resource Business PartnerOrganisation Development and Strategy Planning:Makes sure People Operations strategy, policy and procedure fits the needs, goals, and Vision of Room to Read.Provides strategic inputs in aligning the staff policies, fostering a culture of growth and respect and to be able to meet the emergent demands of Room to Read growth plan.To be able to collaborate with the Deputy Country Director in spearheading the Change Management and mitigate the expected challenges.Understand the pulse of the team at Room to Read and be able to devise ways to guide the teams, enhancing their capabilities and carving a sustainable career path for them within Room to Read.Design and roll out the Succession Plan implementation, Competency Mapping, Capability Building Plan, Capacity Assessment and other organisation development initiatives in collaboration with Deputy Country Director.Lead the Annual Planning and Budgeting exercise and collaborate with operational business partners to device a rational manpower plan for the upcoming year.Implement an effective employee Performance Management System, lead the Performance Management Process at Room to Read and train staff with the support of People Operations Team.Provide advice and support for performance management issues, disciplinary issues and assist the teams in implementing performance appraisals.Investigate complaints and recommend appropriate action against disciplinary actions and termination as per the personal policy guidelines.Learning and Performance Management:Conduct regular comprehensive exercise on Training Need Analysis, device a training calendar, provide inputs in the implementation of the trainings and tracking the utilisation of the Staff Development Budget and Team Support budget.Provide effective inputs during the in-house content creation for the training modules being developed by People Operations team.Plan and organize both in house and off-site staff training and development programs to meet the identified development needs with the help of team.Prepare and Track the implementation of training calendar and development process to ensure that appropriate development needs are met on a timely and cost-effective basis based on the guidelines for CO.(b) Operational ExcellenceRecruitment and Selection:Operate within the People Operations (HR) Budget and monitor spending as per the budgeted staff.Ensure the Supervision of the recruiter in the People Operations team and lead the senior/key positions of Room to ReadPayroll, Compensation benefits and Statutory Compliance:Works closely with Payroll team in developing, implementing and evaluating ongoing Payroll programs, functions and activities.Provides support in coordinating the activities of the People Operations Department to ensure compliance with all applicable laws, policies, regulations and collective bargaining agreements.Oversees internal auditing and quality control efforts and is the point of contact for People Operations audits.Recommend changes to our wage and salary structure, compensation and benefit policy, pay policies, to ensure that staffs are rewarded in line with both general market practice and individual performance level.Should be aware of recent laws and regulations on Child Protection and Anti Sexual Harassment at workplace to manage the related issues in the organisation.Lead the implementation of Child Protection Policy and facilitate the working of Internal Committees (under the POSH Act) at INCO and State level and ensure compliance.Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization or act as a primary contact with the concerned department of the Government with respect to the human resource issues.General MIS Management:Uses various software applications, such as spreadsheets, relational databases and graphics packages to assemble, manipulate and/or format data and/or reportsHands-on experience with Tracking Systems and management of HRMS databaseOther Managerial role and Reporting relationship:Leads the team in coordinating yearly processes including year-end closing, contract rollovers, yearly rate and pay schedule adjustments, work year calendars, staffing, etcRecommend employee relations practices necessary to establish positive employee-employee relationships and employee-employer relationshipsProvide stewardship of the organization culture and facilitate its institutionalizationGenerally, collaborates with Deputy Country Director in implementing India Country Office wide projects as assignedState visits as and if requiredRequired Qualifications:Demonstrated ability to design and implement Human Resources programs and initiatives, preferably in development sector.Master s degree in Human Resource or related business field with minimum twelve years of professional experience in HR inclusive of two years in managerial role.Excellent verbal and written communication and team management skills.Comfortable in travel to operational states in the country and outside country.General knowledge of the principles and practices of personnel administration.Generalist HR background preferably developed through various specialist assignments. The most important of which would be; employee training and development, organizational development, HR administration, compensation, benefits, recruiting and compliance.Demonstrated strategic approach to HR with the ability and willingness to also execute the tactical elements of the job.Ability to effectively address well defined problems of moderate complexity and complete moderately complex assignments.Ability to work within narrowly defined objectives under general supervisionGenerates tactical solutions that address the needs of various departments in the Country Office.Excellent communication skills in English (oral and written) and capability to relate and interact with multicultural teams and represent the organization in professional forums.Preferred Qualifications:Strong proficiency in the functional use of key business applications including HR MIS.Comprehensive understanding of local, state and federal employment laws.The ideal candidate is a team leader who is able to make effective decisions quicklyCompensation:The salary range for this position will be determined based upon the experience of the candidate hired.
