We are looking for a highly passionate and competent individual to join our Odisha Municipal Strengthening project team as Manager. Core responsibilities include owning and delivering on reforms in the areas of municipal performance management, particularly on augmenting human capacities and decision support tools. The position will be based out of Bengaluru/Delhi/Bhubaneswar.
Job Description
Janaagraha is undertaking a comprehensive, multi-year, municipal strengthening exercise with the Odisha Housing Urban Development Department. As part of this team, the Manager Advocacy Reforms will
Actively work with the Janaagraha Odisha team and the Housing Urban Development Department of Odisha with an objective of achieving large-scale reforms in strengthening revenues, municipal staffing and performance management systems Own end-to-end a key deliverable around creating a model for municipal shared services centre and support its implementation in Odisha; create advocacy collaterals such as toolkits and case-studies and help other states replicate the model Coordinate with government departments, on-ground personnel, government consultants and external stakeholders to collect and collate data Craft presentations, white-papers and other collaterals around human capacity augmentation and decision support systems in ULBs Engage with and persuade government functionaries to administer robust reforms in urban local governance
Qualifications and Experience
Post Graduate in Public Policy/Public Administration/Business Administration or Post Graduate in Finance or Economics; At least 3-4 years of professional work experience in Management Consulting, Government Advisory, Program Management, Corporate Strategy or Finance; total experience of at least 6-7 years At least 2 years leading senior stakeholder relationships (senior management to C-suite)

Ability and willingness to grasp concepts quickly Ability to work with ambiguity and take complete ownership under minimal supervision Persuasive skills to engage with government functionaries, particularly to craft strong narratives, to deliver on programme objectives Strong quantitative and analytical capabilities with a good working knowledge of MS excel and Powerpoint Ability to manage large projects in partnership with external stakeholders
Strong project management skills Good communication skills- both written and verbal Ability to work across teams Willingness to extend oneself to accomplish work objectives with tight deadlines, simultaneously pursuing excellence Positive attitude, flexibility and ability to adapt to a dynamic work environment.
